If  you want basic function then Intel core i3 processor is good (4th generation ) but you should remember core i7 is better than core i5 and core i5 is better than core i3.

RAM:

Random - Accesses Memory stores Data and Machine code. At the present time 4GB RAM is available on maximum Laptop and that  is the enough  for a users. If you are a Graphics editor or Gamers then you can choose more.

Graphics card:

If you are buying a Laptop for high quality video editing or Gaming then you must required a dedicated Graphics card but make sure that it has at least 2GB of dedicated memory available for better performance. But if you are looking a laptop just for Browsing and video watching then don't worry about Graphics card.

Storage Space:

500GB to 1TB hard drive is the better for maximum users. If you want faster performance then you get a laptop with SSD or at least one that has a hybrid flash storage for the operating system and a 5400 rpm drive for storage.

Display Size:

15.6 inch display size is most preferable for maximum users, yes this size is good for quality and resolution. Don't buy a Laptop just for large size display because may be it's a poor quality display or a bad resolution. 

Operating System:

Windows 10 is the latest Operating system and very easy to use, although Windows 7 and Windows 8 both are too good. But make sure that you choose a laptop with preloaded Windows.

Battery Life:

Before buying a  Laptop , must check battery backup. It is the most important part for buying a Laptop.
